Metros are a cool vertical slice of urban life, so why does Cyberpunk 2077's one feel so lifeless?

The addition of a functional Metro system in Cyberpunk 2077 is a welcome surprise and a highly requested feature.
However, the Metro system feels like it was "bolted on" rather than fully integrated into the game world, lacking interactivity and immersion.
While the inclusion of the Metro system is appreciated, it highlights that the game was released incomplete and patches like these can't fully fix that.
